Joanne was born in Bremerton, and through her childhood she attended Silverdale Baptist Church. At an early age, through the ministry of the Sunday School, she came to trust Christ as personal Savior.In 1970 the Richters (Don and Joanne) were accepted as missionaries with Baptist Mid-Missions to the field of Alaska. Don had completed his Bible training; also mechanics and flight training. Joanne had a Christian Education major.Don and Joanne’s first years of service were in the Alaskan Bush, Lake Iliamna area as church planters. The Cessna 180 which they used was a tool to reach villages and homesteads around the lake with the Gospel. The next 25 years were spent in Southeast Alaska church planting in the towns of Petersburg, and Juneau. When Don passed away in 2001, Joanne continued working at Bethany Baptist Church in Juneau with her co-workers until June 2007.

Joanne’s son-in-law, Jesse Armstrong, missionary to Russia was diagnosed with ALS (Lou Gehrig's disease). As a result of the Armstrongs' move back to the States from Russia, and their need for family help and support, now and in the future, Joanne came to the difficult decision to leave her missionary work in Juneau in order to move closer to where Jesse and her daughter Lisa settled their family in Gig Harbor, Washington.
